The independent person plays a key role in promoting and maintaining high standards of conduct amongst borough councillors.
The council is required by law to adopt a code of conduct and to make arrangements under which allegations can be investigated and decisions on allegations can be made about councillors. The monitoring officer and independent person review any alleged breach in the code.

The independent person cannot be related to, or be a close friend of current or former members or officers, and cannot engage in political activity.
