We have published confidential reports and documents (known as ‘Part 2 documents) discussed during Executive and Council meetings between 2016 and 2022.
Why we have published our Part 2 documents
On 25 May 2023, the former Secretary of State for Levelling Up, Housing, and Communities (now called the Ministry of Housing, Communities and Local Government) announced a range of instructions (called 'directions') that we must follow. These have been set to meet our legal duty of providing good value to the public.
We responded to the directions by creating an Improvement and Recovery Plan (IRP). Part of the IRP involved reviewing restricted documents from 2016 to 2022.
We have published the Part 2 documents for openness and to meet the goals of our recovery plan.
What information is in the Part 2 documents
These documents include decisions considered by the Executive, such as:
- confidential meeting minutes
- recommendations made by the Executive to be discussed at Full Council
- requests (known as ‘notices of motion’) for topics to be discussed at Full Council meetings
Many of our Part 2 documents have been redacted. This means they have had certain information removed including personal details, tenancy details and other private information.
The difference between Part 1 and Part 2 documents
Council meetings are split into two parts:
- Part 1 – Most council discussions take place in Part 1 of the meeting, which is open to the public.
- Part 2 – The press or public are asked to leave the meeting when Part 2 agenda items and reports are discussed. Part 2 documents are confidential, often because they contain commercially sensitive information, as defined in Part 1 of Schedule 12A to the Local Government Act 1972.
