A premises licence is granted on two conditions.
Mandatory licensing conditions
The Licensing Act 2003 introduced conditions that apply to all relevant premises in England and Wales. These conditions relate to:
- responsibility for compliance
- irresponsible promotions
- provision of potable water
- age verification
- small measures
- sale of alcohol below the cost of duty plus VAT.
Additional mandatory conditions apply if a premises has door staff and/or shows films.

Conditions consistent with the operating schedule
On your premises licence application form you must describe the steps you intend to take to promote the four licensing objectives. We would advise the following:
- Be realistic and enforceable. A general statement such as 'There will be no trouble or drunkenness on the premises' is not a good choice. If ‘trouble’ did occur at the premises, the licence is in breach of its conditions.
- Do not contradict or duplicate the mandatory licensing conditions or other relevant legislation.
The government has published guidance on best practice licensing conditions to ensure that the licensing objectives are met.
