The future of the Sheerwater Regeneration Project
Due to the council’s challenging financial situation, we cannot continue to fund the redevelopment of Sheerwater. Thameswey will continue to work on the phases that are currently being built but we will not commence any new phases.
Residents are being asked to decide what happens with the remainder of the regeneration area, including what to do with the existing homes, buildings and community facilities that were previously identified for redevelopment.

ShopWise in Sheerwater
FoodWise, a pioneering, Surrey-based charity, has moved into the former nursery building off Blackmore Crescent where it has opened it very first eco food store. This is a pilot project and FoodWise wants input from the community to help refine and grow its offer.
Property ownership research
We have appointed Land Referencing Services LLP (LRS) to undertake a land and property ownership review. This is to assist us identify who has property interests in land (owners, occupiers, rights over land) in, and adjacent to, the regeneration area.
We will require this information if it is necessary to make a Compulsory Purchase Order (CPO).
LRS will be visiting all properties within the regeneration area and some just outside it. They will initially contact you by post and/or visit each property to undertake their research. It is anticipated that you will be contacted in spring/summer 2018.
Pre-planning consultation exhibition
On 18 January 2018, Thameswey Development Ltd hosted a public engagement event at Parkview Centre for the Community to present their revised proposals for the redevelopment of Sheerwater.
Around 300 people attended the event. Attendees had the opportunity to give their feedback on their proposals.
Overall the comments and general feedback were positive about the proposed improvements. Visitors were supportive of the extended public open space and the increase in the mix of smaller units, particularly the affordable units. There was also positive feedback about relocating the older people's accommodation to the centre of the development and the provision of specific car parks for the community facilities and main park.
Secure Council Tenants S105 Housing Act 1985 consultation
On 6 December 2017, under Section 105 of the Housing Act 1985 (Section 105), The Halo Works, on behalf of Woking Borough Council, wrote to all Secure Council Tenants asking their views on proposals to offer them a different type of tenancy agreement called an Assured Shorthold Tenancy.
We also asked their views on the length of tenancy, rent levels and proposals to replace the Right to Buy with a cash incentive scheme to help you buy a home in the future, known as Earn Your Deposit Scheme.
The questionnaire was sent to 360 secure tenants. We received 125 responses, representing a 35% response rate. A summary of the results from the consultation are outlined below.
- Seven out of 10 tenants said they understood how their tenancy was going to change.
- From the list of options provided, 72% supported a fixed tenancy period of 10 years.
- 45% of tenants agreed that if the proposed new rent levels were similar to the ones already in place at Kingsmoor Park, they would be fair and reasonable for a new property in Woking. A further 31% disagreed whilst almost a quarter 24% responded ‘don’t know’.
- On the proposal to increase rental levels by CPI + 1%, 37% agreed this level of increase would be fair and reasonable for a new property in Woking, whilst 36% disagreed. A further responded 27% ‘don’t know’.
- 29% believed the Earn Your Deposit Scheme (EDS) could be a good idea for them and their household, whilst 29% also disagreed. A further 42% responded ‘don’t know’.
- 37% thought the EDS would be a good idea for other tenants within the regeneration area, whilst only 13% disagreed and 50% responded “don’t know”.

An initial Section 105 consultation was held during March 2017 with Secure Council Tenants. In total there was 49 responses, with 82% of respondents agreeing with the proposed transfer of their tenancy from New Vision House to Thameswey.
