Service update: Our planning services team is experiencing a significant increase in caseloads of valid planning applications. Issuing timely decisions on applications remains the council’s priority as this is a statutory requirement. Consequently, during this time, responses to pre-application enquiries will take longer than normal.
Prospective applicants are encouraged to make use of the pre-application service as it will add certainty to the process and enable subsequent applications to be dealt with as quickly as possible.
We provide a pre-application advice service. This can help you establish whether your development is acceptable in principle before submitting a formal planning application. This way any key planning issues and how to address them can be identified early on and applications can be processed more quickly. A fee is payable for this service.

If your proposal is likely to affect public highways, you’re strongly advised to seek pre-application advice directly from Surrey County Council's Transport Development Planning Team.
Surrey County Council welcomes pre-application discussions. They have introduced a system of charges for providing pre-application advice which is set out on their website.

Dropped kerbs and vehicle access
If you’re a householder wishing to apply for a dropped kerb and/or vehicle access, a different pre-application process applies.
