Skips on highways

A licence is required to place a skip on any part of the highway (pavement, verge or the side of the road). Within Woking's town centre boundaries , issuing these licences is our responsibility.

Responsibilities

It's the responsibility of the skip company to apply for a licence, not the individual. We only issue licences to skip companies on Surrey County Council's skip register.  

If you hire a skip to be placed on private land, for example a front garden or driveway, no licence is required and you may approach any skip company of your choice.

Your chosen skip company will apply for the necessary licence, which operates for a period of up to four weeks. In some circumstances it may be necessary to decline applications because the proposed site is considered to be potentially hazardous to the travelling public.

Any skip placed on the highway must have warning lights set up from 30 minutes after sunset to 30 minutes before sunrise otherwise you will face a fine.

Licences are normally issued in two working days from the receipt of an application.

Fees and charges

A licence is valid for a 28 day period. This may be extended for a further 28 days for an additional fee.

We require a refundable deposit before we issue a licence in some locations. This deposit is to protect against any potential damage to the public highway caused by the skip.

How to become a registered skip company

There is a fee for processing and approving new skip companies and registering them on Surrey County Council's database.
